There's a certain point in low enrollment where student:teacher ratio is unfavorable.
A school system's budget is limited. If you dont "terminate" unneeded buildings, you have to terminate people to keep the buildings running. So to say smaller enrollment always provides better student:teacher ratio would be incorrect (and vice versa for larger schools/worse ratios).
Small School examples:
Appalachia has a student:teacher ratio of 1:13.2
Pound: 1:14.1
JJ Kelly 1:13.2
Larger School examples:
Blacksburg High School: 1:12.4 (enrollment 1200)
Virginia High: 1:12.2 (enrollment 700+)
Carroll County: 1:12.1 (enrollment 885)

That's good but they do not equal the whole county where some students could have done better if the county offered a better springboard with a wider curriculum.
It's this sense of complacency where "so-and-so/many people did well with this curriculum so it's good enough for everybody else" that hurting this county.
Would you not want better opportunities for the students in Wise County?

Hmm so your saying that HS prep has no effect on "Joe's" ability to compeat with better prepared students after graduation?
That is an interesting theory that I dare stay would not hold up to examination.

And just as many have quit school with the current schools and failed classes, or underachieved as they would in a slightly bigger, still small school. I have a feeling you aren't a Johnny or a Joe, but more like a Mo.
